To provide an operation monitoring device or the like capable of enhancing safety in a vehicle operation by fundamentally eliminating a cause of drowsiness of a driver.SOLUTION: A processing section 11 of an operation monitoring server 10 acquires drowsiness information 12C related to a drowsiness of a driver of a vehicle, acquires position information of the vehicle, acquires route information related to an operation route of the vehicle, and determines necessity of a rest of the driver based on the drowsiness information 12C, the vehicle position information and the vehicle route information. A vehicle includes: a communication section for receiving information of a rest time and a rest place; and a presentation section for presenting information which indicates the rest time and the rest place.SELECTED DRAWING: Figure 3
