To provide a vehicle control system, a vehicle control method, and a program that can improve convenience.SOLUTION: A vehicle control system (automatic driving control device 100) includes: a recognition unit 130 for recognizing a peripheral environment of a vehicle; an action plan generation unit 140 and a second control unit 160 as a driving control unit for performing at least one of speed control and steering control of the vehicle based on a recognition result of the recognition unit; and a reception unit for receiving a trigger transmitted from an external device in response to the occurrence of a predetermined event to a user outside the vehicle. The driving control unit causes the vehicle to automatically travel to the user's getting-on position in response to the reception unit receiving the trigger.SELECTED DRAWING: Figure 2
