A collision position detection unit 1100 detects a position of collision of a pedestrian with a vehicle. An expansion chamber selection unit 1102 selects an expansion chamber to be expanded out of the plurality of chambers 1020A-1020D, on the basis of a detection result of the collision position detection unit 1100.
