To prevent other roadside communication devices from continuously failing in air synchronization.SOLUTION: In a radio communication system, a transmission time is allocated to each of a plurality of on-vehicle communication devices 3 and a plurality of roadside communication devices 2 by time division, and the roadside communication devices 2 execute air synchronization with each other. A roadside communication device 2 used in the radio communication system includes: a communication processing unit 18 for transmitting communication data to other roadside communication devices 2 by packet; and a control unit 23 for having the communication processing unit 18 transmit a packet for air synchronization executed by the other roadside communication devices 2.SELECTED DRAWING: Figure 6
