To detect the occurrence of a collision accident quickly and accurately without installing a new radar device in a vehicle or main equipment.SOLUTION: A collision determination server 200 includes: a receiving unit that receives a video of a collision candidate from a moving object; an extracting unit that extracts a plurality of feature points in a frame image from the frame image constituting the received video; a creating unit that creates a locus pattern for each feature point by tracking each extracted feature point; and a determining unit that determines whether or not a collision has occurred by analyzing the locus pattern.SELECTED DRAWING: Figure 3
