To provide a downsized and inexpensive plasma actuator capable of accelerating a flow to be induced and improving a control effect of the flow.SOLUTION: Multiple electrode couples 12 are provided in a dielectric layer 11 side by side from an upstream side to a downstream side in a predetermined direction. Each electrode couple 12 includes an upstream electrode 21 provided on one surface side of the dielectric layer 11 and a downstream electrode 22 provided on the other surface side of the dielectric layer 11 so as to hold the dielectric layer 11 between the downstream electrode and the upstream electrode 21. A most downstream electrode 13 is disposed on one surface side of the dielectric layer 11 while being displaced from the downstream electrode 22 of the most downstream-side electrode couple 12 to the downstream side, and provided in such a manner that the potential becomes equal with the downstream electrode 22. Voltage application means 14 is provided so as to apply a voltage including an AC voltage or a repeated pulse voltage to each electrode couple 12 in such a manner that a polarity of the applied voltage is inverted between the adjacent electrode couples 12.SELECTED DRAWING: Figure 1
