To provide a system and a method to precisely predict an actual traffic state.SOLUTION: A traffic state estimation system 10 is configured to: store a state restraint 111 which is information about restraint of a traffic state, a state estimation value 101 which is an estimation value of the traffic state, an observation sensor value 103 which is information observed by a sensor device 2 that acquires information about the traffic state, and an observation characteristic 112 which is information about characteristics of the sensor device during observing the observation sensor value; generate a state prediction value 102 which is a traffic state prediction value at a certain time based on the state restraint and the state estimation value; generate an observation prediction value 104 which is a traffic state prediction value at a certain time based on the observation characteristic and the observation sensor value; generate a deviation evaluation value 106 which is an evaluation value expressing a degree of deviation of the observation prediction value from the state prediction value; and update the state estimation value based on the deviation evaluation value.SELECTED DRAWING: Figure 3
