To provide means which can acquire an accurate locations of a facility.SOLUTION: An operator with a portable terminal 11 goes to a location of a facility 4 and photographs a landmark 5 using a camera 115 installed in the portable terminal 11. An image acquisition part 1102 of the portable terminal 11 acquires an image in which the landmark 5 photographed with the camera 115 is imaged. A location information acquisition part 1104 of the portable terminal 11 acquires present location information from GNSS114 installed in the portable terminal 11. A location identifying part 1109 identifies the location of the facility 4 using the location of the landmark 5 appearing in the image and the location information acquired from GNSS114.SELECTED DRAWING: Figure 3
