To suppress progress of road surface damage from being accelerated even in the future society where automatic driving vehicle would spread.SOLUTION: A vehicle detection part 21 detects a vehicle 100 traveling in a traveling lane 111 provided on a road. A traveling position determination part 22 determines a traveling position in a vehicle width direction of the traveling lane 111 with respect to the vehicle 100 detected by the vehicle detection part 21. An output part 13 gives an instruction to the vehicle 100 detected by the vehicle detection part 21 about the traveling position in the vehicle width direction of the traveling lane 111 determined by the traveling position determination part 22. The traveling position determination part 22 disperses the traveling positions in the vehicle width direction of the travel lane 111 to be determined in a vehicle group detected by the vehicle detection part 21.SELECTED DRAWING: Figure 3
