To obtain a handcart which can stably overcome an obstacle on a road surface, and to obtain an obstacle overcoming device.SOLUTION: A handcart 10 has: wheels 16 attached to a base part 12 and movably supporting the base part 12; a swing member 32 which is attached to the base part 12 so as to swing forward and rearward in a moving direction; and a biasing member 34 which biases the swing member 32 to the front side as seen in the moving direction. The swing member 32 includes a planar contact part 32B in which a direction intersecting the moving direction is set to its longitudinal direction. The contact part 32B faces the front side and the lower side as seen in the moving direction in a state that the swing member 32 is biased by the biasing member 34.SELECTED DRAWING: Figure 6
