To efficiently and appropriately plan a plurality of vehicle routes in the case that a road regulation exists.SOLUTION: A plural vehicle route planning system inputs node information and regulation information, calculates inter-node route information which respectively corresponds to respective regulation time zones, generates a delivery plan, calculates a delivery plan cost obtained by reflecting an inter-node route cost of each inter-node route on which all vehicles included in a delivery plan respectively pass through on the basis of an inter-node route cost in inter-node route information corresponding to a passing time of each inter-node route shown by travel route information of each vehicle in the delivery plan, selects a delivery plan among a plurality of delivery plans on the basis of a delivery plan cost of each delivery plan, and displays travel route information of each vehicle included in the selected delivery plan.SELECTED DRAWING: Figure 3
