To realize a structure capable of not only fixing an outer ring fixing member to the inside of a steering column without using a locking groove, but also improving workability for removal of the outer ring fixing member.SOLUTION: An outer ring fixing member 55 is composed of a partially annular fixing member body 56 having a gap 62 at one location in a circumferential direction, and an insertion piece 57 inserted into the gap 62. The fixing member body 56 is elastically expanded in diameter by inserting the insertion piece 57 into the gap 62, and the outer ring fixing member 55 is fixed inside a steering column 14 by pressing the outer peripheral surface of the fixing member body 56 against a supporting cylindrical surface 40 of the steering column 14.SELECTED DRAWING: Figure 2
