To provide a submergence detection device which prevents false detection caused by water droplets at an exterior during normal time and properly detects a submerged state during submergence.SOLUTION: An ECU (1) includes: a housing (20) formed with an opening; and detection electrodes (13) which is disposed in the housing and used to detect submergence. Through holes (23) are formed at the housing. In the housing, a wall surface that is located at the back side relative to positions of the through holes when viewed from the opening side is water-tight.
