To provide a radio resource allocation method, a roadside equipment system and a computer program which can perform an appropriate radio resource allocation in each of a plurality of areas.SOLUTION: A computer includes: allocating at least a part of a first radio resource to first roadside equipment 10A installed in a first area which is included in a target area; and allocating at least a part of a second radio resources, different from the first radio resource, to second roadside equipment 10B installed in a second area which is included in the target area. The first area is adjacent to a boundary (border between prefectures) of the target area. The second area is adjacent to the first area and apart from the boundary than the first area. The second radio resource is in common to a fifth radio resource which is allocated to fifth roadside equipment 10E installed in a fifth area. The fifth area is included in an out-of-target area which is administrated by a different organization from the organization of the target area, and located apart from the boundary.SELECTED DRAWING: Figure 2
