To provide a contact state detection device or the like that improve detection accuracy of a contact state with a steering member.SOLUTION: A contact state detection device 100 configured to detect a contact state of a vehicle steering device 1 with a steering wheel 11 includes: a torque sensor 21 configured to detect torque generated at a steering shaft 5; a torque differential processor 511 configured to calculate a n+1 acquisition value from a second acquisition value that is a differential value obtained by the first to the n-th time derivative of a first acquisition value that is a detection value of the torque sensor 21; and a state determination unit 515 configured to output information indicating a hands-on state or a hands-off state with/from the steering wheel 11 by calculation with input data configured from the first acquisition value to the n+1 acquisition value.
