To obtain a vehicle heat management device which can secure higher heating capacity than a structure, in which a heat absorption heat exchanger is used as only one of heat exchangers, without using a special heater.SOLUTION: A vehicle heat management device 10 includes: a coolant circulation passage 12 which includes a radiator 24 for conducting heat exchange with outer air and circulates a coolant; a refrigerant circulation passage 14 which includes an outdoor unit 26 for conducting heat exchange with outer air and can circulate a refrigerant to supply heated air to a vehicle cabin through a heat pump cycle; a heat exchanger 22 which conducts heat exchange between the coolant and the refrigerant; and a control part which controls the coolant circulation passage 12 so as to absorb heat from outer air with the radiator 24 and controls the refrigerant circulation passage 14 so as to cause the refrigerant to absorb heat from outer air with the outdoor unit 26.SELECTED DRAWING: Figure 1
