To provide an airship or an ultra-lightweight power machine using helium or ammonia, and using hydrogen in such a form that explosive combustion hardly occurs.SOLUTION: Main mixture gas is used, which is mixture gas comprising low-density flame-retardant gas which is helium or ammonia or mixture gas of both gases, and hydrogen having an explosion upper limit or higher. Sub-mixture gas is used, which is mixture gas comprising the low-density flame-retardant gas, and hydrogen having double or less of explosion lower limit.
