To provide a cruise scene estimation system capable of estimating a relationship between a vehicle driving action and a moving situation of a peripheral object.SOLUTION: A learning unit 110 includes: a first driving action discretization part 111 that produces driving action discretization information from driving action data of a learning vehicle; a driving action clustering part 112 that determines a driving action cluster; a peripheral object clustering part 115 that produces a peripheral object cluster from a behavior history of the peripheral object; and a cruise scene clustering part 116 that produces a cruise scene cluster in which the driving action cluster and the peripheral object cluster are associated with each other. An estimation unit 120 includes: a second driving action discretization part 121 that produces driving action discretization information of an estimation vehicle; a driving action cluster determination part 122 that determines a driving action cluster to which the driving action discretization information belongs; a peripheral object cluster determination part 125 that determines a peripheral object cluster to which the behavior history of the peripheral object belongs; and a cruise scene estimation part 126 that estimates a cruise scene from the driving action cluster and the peripheral object cluster.SELECTED DRAWING: Figure 1
