To provide a vibration insulating structure which has a higher vibration insulating characteristic than usual and a railway vehicle with the vibration insulating structure.SOLUTION: In a structure of a vibration insulating member 150 supporting a floor plate 120 of a railway vehicle 10, the vibration insulating member 150 comprises a spring member 160 whose spring constant is set low and a rubber element 155 whose spring constant is set high and the spring member 160 and the rubber element 155 are arranged in parallel. A hole 153 is arranged at the center of the rubber element 155 and the spring member 160 is inserted in the hole 153. In the condition that a load is applied to the floor plate 120, both the spring member 160 and the rubber element 155 react to the load and present a resultant spring constant which changes in two stages.SELECTED DRAWING: Figure 3
