To provide a torsion beam manufacturing method and a torsion beam manufacturing apparatus by which a torsion beam having excellent fatigue characteristic can be efficiently manufactured.SOLUTION: A method or an apparatus for manufacturing a torsion beam which comprises a midship part, and a shape change part which is continued to the midship part, and of which a shape of a closed cross section is changed according to separation from the midship part. The torsion beam manufacturing method or the torsion beam manufacturing apparatus comprises: a pre-deformation process in which a torsion beam blank W10 is obtained in such a manner that an element pipe is pressed, and at least a part thereof, which becomes a shape change part, is deformed, and a pre-deformation part 15 having a pair of side parts S101 is formed; and a molding process in which the torsion beam blank W10 is pressed, and thus, a torsion beam is obtained. In the molding process, press molding is performed so that at least parts of the pair of side parts S101 of the torsion beam blank W10 are separated from each other in a cross-sectional view of the closed cross section in the pre-deformation part 15.SELECTED DRAWING: Figure 7B
