To provide a step riding-over wheel which can ride over a step more easily with a simpler structure, and a handcart comprising the step riding-over wheel.SOLUTION: A step riding-over wheel 10 has: a wheel 20; a shaft 15 including a wheel rotary shaft member of which a wheel rotation axis 15J is set, and which supports the wheel 20 so that the wheel 20 is rotatable around the wheel rotation axis 15J; a holder 14 which supports the shaft 15; an arm rotary shaft member of which arm rotation axis 15SJ parallel to the wheel rotation axis 15J is set, and which is supported by the holder 14; an arm 30 which is fitted to the arm rotary shaft member and is rotatable around the arm rotation axis 15SJ, and of which a tip can project forward in a direction of travel of the wheel 20 with respect to the wheel 20; and a dragging mechanism which drags the arm 30 forward of the wheel 20 together with rotation in the direction of travel of the wheel when the tip of the arm 30 is positioned on a rear side with respect to the wheel rotation axis 15J.SELECTED DRAWING: Figure 2
