The reaction resistance estimation process is a process of calculating a long period impedance ZL from a voltage value when a current value is changed on a long period TL, calculating a short period impedance ZS from a voltage value when a current value is changed on a short period TS, and estimating the reaction resistance Rc from a difference ΔZ between the long period impedance ZL and the short period impedance ZS.
