To accurately manage driving states of drivers who are driving a plurality of vehicles, respectively.SOLUTION: A driving state monitoring device acquires a captured image of a driver and driving state data indicating a driving state which are received from each of a plurality of driving state sensing device communicatively connected. The driving state monitoring device performs authentification of whether the driver matches a prestored driver on the basis of information relating to the driver contained in a plurality of images among the captured images, and identifies a driver ID when the authentification is successful.
