To provide an evaluation device, an area setting device, an evaluation method, an area setting method and a program capable of indicating whether an evaluation object position is suitable to a processing execution area for executing predetermined processing corresponding to a position of a mobile body, as an evaluation value based on a sky factor.SOLUTION: An evaluation device 10 comprises a sky factor computation unit 131 for calculating a sky factor of a sky picture acquired at an evaluation object position and an evaluation unit 132 for, on the basis of the sky factor, calculating an evaluation value which indicates the degree of the suitability of the evaluation object position to a processing execution area for executing predetermined processing corresponding to a position of a mobile body.SELECTED DRAWING: Figure 1
