To provide an on-board voice output device, a voice output control method, and a voice output control program that can suppress the arousal lowering of a driver.SOLUTION: A voice output device comprises: an acquisition unit 54 for acquiring an arousal information that represents a degree of an arousal state of a driver 11 of a vehicle 13; and a control unit 50 that controls a voice output unit 31 so as to output a voice using an output unit 56 according to at least one of the predetermined frequency, condition, and contents for stimulating the sympathetic nerve of the driver 11 when the degree of the arousal state presented by the arousal information acquired by the acquisition unit 54 indicates a degree of an arousal lowering state.SELECTED DRAWING: Figure 6
