A storage part 15 stores an observation ID 52 used for identification of the compression image data 55, the compression image data 55, and a compressibility ratio 56 of a ground so as to be associated with each other. A command acquisition part 14 acquires transmission image designation information 57 containing the plurality of observations ID 52 corresponded to each of the plurality of compression image data 55 transmitted to an earth station 10. A transmission order determination part 20 determines a transmission order 58 for transmitting the plurality of compression image data 55 to the earth station 10 on the basis of the compressibility ratio 56 corresponded to each of the plurality of observations ID 52 contained in the transmission image designation information 57.
