To provide a technology for easily identifying that both congested and non-congested lanes are present in a multi-lane road.SOLUTION: In a server device 10, an acquisition part 20 acquires vehicle information including at least positions of vehicles and their times from a plurality of vehicles. A speed deriving part 22 derives the speed of the vehicle from the vehicle information of the vehicle. A congestion identification part 26 acquires information on multi-lane roads based on map information, and identifies that both congested and non-congested lanes are present in a multi-lane road on the basis of the speeds of multiple vehicles traveling on the same multi-lane road.SELECTED DRAWING: Figure 2
