To provide a Doppler lidar device and an air turbulence alarm system capable of scanning in a high-speed manner.SOLUTION: A Doppler lidar device 1 comprises a laser source 2 for generating laser light, a transmission section 3 for radiating (transmitting) the laser light emitted by the laser source 2 into the atmosphere, and a reception section 4 for light-receiving (receiving) scattered light obtained from the radiated laser light being dispersed by particles to be measured floating in the atmosphere. The same measures traveling speeds of the particles to be measured on the basis of the Doppler shift of the scattered light, and that is disposed on a latter part of the transmission section 3 as well as on a fore part of the reception section 4, and is provided with optical phase change means 72 for changing the traveling direction of the light by modulating the phase of the emitting light.SELECTED DRAWING: Figure 1
