To provide an OD traffic volume estimation device and an OD traffic volume estimation system for enabling a highly accurate prediction.SOLUTION: An OD (origin-destination) traffic volume estimation device 1 includes: an OD database 110 for storing a traffic volume between previously set origin and destination for each OD; a route distribution database 111 for storing a distribution value of a route-specific traffic volume between an origin and a destination for each OD; a route information database 112 for storing a link and a required time as route information for each route; a section traffic volume acquisition unit 103 for acquiring an observation traffic volume or a prediction traffic volume of the predetermined section; and an OD traffic volume estimation unit 105 for identifying an OD and an OD route being a generation source of an observation traffic volume or a prediction traffic volume of the predetermined section on the basis of route information including an observation traffic volume or a prediction traffic volume of the predetermined section and the predetermined section, distributing a distribution value of a traffic volume of a route identified based on the route distribution database to each OD route, and estimating a traffic volume of an OD being a generation source of a traffic volume of the predetermined section on the basis of a traffic volume between an origin and a destination to be stored in the OD database and a distribution value of a traffic volume.SELECTED DRAWING: Figure 1
