To provide an unsafe driving predicting device which can predict unsafe driving.SOLUTION: A driving predicting ECU 100 includes: a behavior-related data acquisition unit 101 for successively acquiring behavior-related data, in association with a vehicle position, that indicates at least one of a vehicle behavior and a travel environment; a symbol transition prediction unit 105 for predicting future behavior-related data on the vehicle from the behavior-related data up to the present time; a transition sequence generation unit 108 for generating a current symbol sequence that represents the transition of a plurality of behavior-related data and includes past behavior-related data and future behavior-related data; a symbol transition pattern acquisition unit 107 for acquiring an unsafe driving time behavior-related data transition sequence at a position corresponding to the current symbol sequence from an unsafe driving database in which unsafe driving time behavior-related data transition sequences are stored in association with positions; and a near-miss driving prediction unit 109 for determining unsafe driving probability on the basis of similarity of the current symbol sequence to the unsafe driving time behavior-related data transition sequences.SELECTED DRAWING: Figure 4
