To provide a capacity sensor and a steering that can improve touch detection accuracy.SOLUTION: A capacity sensor 30 includes a dielectric 34, a sensor electrode 32, and a conductor 36. The sensor electrode 32 is disposed on one surface of the dielectric 34 to generate capacitance with an object in contact with the other surface of the dielectric 34. The sensor electrode 32 is provided with a separation region 32A in which the sensor electrode 32 is not provided on one surface of the dielectric 34. The conductor 36 is disposed in the separation region 32A at the other surface portion of the dielectric 34 and is electrically floated.SELECTED DRAWING: Figure 5
