To provide a vehicle allocation system of an external system cooperation and a method capable of allocating a vehicle in advance including the correspondence at the time of an outbreak event.SOLUTION: The vehicle allocation system of an external system cooperation manages the operation of plural elevator apparatuses installed in facilities such as buildings. It is characterized in that the vehicle allocation system of an external system cooperation comprises a receiving unit to which the operation result of the plural elevator apparatuses and the event information from the external system are input, a learning unit to store and learn the information on the operation result obtained from the receiving unit as the past experienced data, the prediction unit to predict the number of users by each floor of the elevator landing using the storage information and the event information of the learning unit, and a landing-call registration determination unit to allocate an elevator car in advance to a predicted congestion floor where congestion is predicted to occur on the basis of the time information of the event information.SELECTED DRAWING: Figure 7
