To provide an on-vehicle communication device, on-vehicle communication system, and on-vehicle communication method capable of detecting a highly dangerous message transmitted to an on-vehicle communication system with a simple configuration.SOLUTION: An on-vehicle communication device includes a communication section to be bus-connected to an on-vehicle communication bus. The device includes a communication control section for controlling exchange of messages including an object message to be a counting object by the communication section, and allowing a specified message including authentication information to be intermittently transmitted from the communication section. The communication control section allows a specified message to be transmitted at a first time point to include a transmission frequency of the object message transmitted by the first time point from transmission of the latest specified message transmitted before the first time point.SELECTED DRAWING: Figure 5
