To provide a road surface state discriminating device with which it is possible to accurately discriminate a road surface state while reducing power consumption.SOLUTION: When discriminating a road surface state, a sensing function and a data transmitting function are placed in an active state for at least one of tire-side devices 1 and placed in a sleep state for the other one, instead of keeping these functions active for all of the tire-side devices 1. Thus, power consumption can be reduced for a tire-side device 1 that is placed in the sleep state. Furthermore, as the sensing function and the data transmitting function are kept active for at least one tire-side device 1, it is possible to accurately discriminate a road surface state on the basis of the road surface data of this tire-side device 1.SELECTED DRAWING: Figure 2
