To provide a terminal, a vehicle control system, and a vehicle control method, which are capable of suppressing an incidence of operation modes of a terminal such as an electronic key being switched at the timing unintended by the user.SOLUTION: A terminal, for use in communicating with an on-vehicle device for controlling a vehicle, includes: a control part for controlling operation modes of the terminal by switching at least to a given first mode or second mode; a reception part for receiving, from the on-vehicle device, a first signal including a request for changing over the operation modes of the terminal; a generation part for updating a given value in accordance with the reception of the first signal and generating a second signal on the basis of the updated given value; and a transmission part for transmitting the second signal to the on-vehicle device. Further, in a case where a third signal including a command to instruct switching of the operation modes of the terminal is a response to the second signal, the control part switches the operation modes from the first mode to the second mode, or from the second mode to the first mode.SELECTED DRAWING: Figure 1
