To use a levitation-type communication relay device such as an HAPS to quickly secure communication of terminal devices existing in a disaster area or quickly improve communication situations of the terminal devices existing in the disaster area.SOLUTION: A levitation-type communication relay device 10, 20 includes a radio communication unit for wirelessly communicating with a terminal device and a levitation object controlled to position itself in an airspace at a prescribed altitude by autonomous control or control from the outside.
