To provide a railway facility monitoring device and railway facility monitoring system capable of suppressing influence resulting from change of an external environment condition, to display a state of a pantograph in a state where an observer can monitor it easily.SOLUTION: A railway facility monitoring device 1 comprises: a stereoscopic camera 11 composed of two cameras 11, and configured to capture a pantograph as a target object; a camera rotation holding unit 12 configured to hold the stereoscopic camera 11 in a rotatable manner; and a control arithmetic unit 10 configured to change the stereoscopic camera 11 at each predetermined rotation angle, generate a distance image of the pantograph from a captured image obtained at each rotation angle, and based on the distance image of the pantograph, determine a rotation angle of the stereoscopic camera 11 rotated by the camera rotation holding unit 12.SELECTED DRAWING: Figure 1
