To provide a control device which adequately adjusts the temperature even in an area which a plurality of users enter or leave.SOLUTION: An air-conditioning control device comprises a first estimation unit which estimates the first state indicating the congestion state in a prescribed area at the first time, on the basis of a signal sent by a terminal that a user in the prescribed area possesses, a second estimation unit which estimates the second state indicating the congestion state in the prescribed area at the second time, on the basis of both the first state and a prescribed pattern indicating the congestion state change in the prescribed area and a control unit to control an air-conditioning device adjusting the temperature in the prescribed area on the basis of the second state.SELECTED DRAWING: Figure 6
