To provide a simulation ground coil that improves the efficiency of work for evaluating an isolation deterioration diagnostic device.SOLUTION: A simulation propulsion coil, used in the evaluation work of an isolation deterioration diagnostic device of a ground coil for a magnetic levitation type railway, has an electrode, and a metal conductor part corresponding to a winding coil in a propulsion coil. Between the tip of the electrode and the metal conductor part, there is a predetermined cavity, and a potential of the metal conductor part and a potential of the electrode are set so as to have a predetermined potential difference between the metal conductor part and the electrode.SELECTED DRAWING: Figure 11
