To provide a radio relay device that in fifth generation mobile communication and the like, has low propagation delay in radio communication with terminal devices including a device for IoT, is capable of simultaneously connecting with a wide range of a number of terminal devices, is capable of high-speed communication, constitutes a three-dimensional network having large system capacity per unit area stably and over a wide area, and has little influence on radio wave resources.SOLUTION: A high altitude platform station (HAPS) as a radio relay device includes a floating body that is controlled by autonomous control or control from the outside so as to be positioned in a floating space region whose height is equal to or shorter than 100 km, the floating body comprising: an optical communication unit 125 for performing optical communication with an optical communication destination via optical antenna devices 130, 230 that are controllable so that extrorse directional beams are changed; an information acquisition unit 145, installed in a radio relay station, for acquiring at least either of optical beam control information and reception sensitivity of the optical communication unit; and a beam control unit 126 for controlling the directional beam of an optical antenna device on the basis of information acquired by the information acquisition unit.SELECTED DRAWING: Figure 9
