To provide a communication system in which propagation delay of radio communication is low between the system and terminals including a device for IoT in the fifth generation communication or the like, the system can simultaneously connect to a plurality of terminals in a wide range, high speed communication is possible, and the system is excellent in robustness where three dimension network with a large system capacity per unit area can be stably constructed over a wide area.SOLUTION: A communication system includes a plurality of radio relay stations relaying radio communication between a ground base station and a terminal. The radio relay stations comprises: a plurality of first radio relay stations installed in a floating body controlled to be positioned at levitation space altitude of which is 100 Km or less by autonomous control or external control and capable of communicating to each other; and a second radio relay station installed in a floating body moored on the ground or on the sea to be positioned at a levitation space altitude of which is 100 Km or less and relays radio communication between the first radio relay stations and the ground base station.SELECTED DRAWING: Figure 1
