PROBLEM TO BE SOLVED: To provide a fuel consumption measurement device, a fuel consumption measurement system, and a fuel consumption measurement method capable of improving the accuracy of fuel consumption measurement.SOLUTION: A drive recorder device 50 includes: an inter-vehicle distance calculation part 51e for calculating an inter-vehicle distance on the basis of information from an on-vehicle camera mounted on an own vehicle; an inter-vehicle time calculation part 51f for calculating an inter-vehicle time by dividing the inter-vehicle distance calculated by the inter-vehicle distance calculation part 51e with a speed of the own vehicle; a change prediction part 51g for predicting the occurrence of congestion and the elimination of congestion depending on whether or not the calculated inter-vehicle distance and inter-vehicle time satisfy a predetermined condition; a fuel consumption amount calculation part 51i for calculating a fuel consumption amount of the own vehicle; a travel distance calculation part 51j for calculating the travel distance of the own vehicle; and a fuel consumption calculation part 51k for calculating the fuel consumption of the own vehicle from the fuel consumption amount of the own vehicle and the travel distance of the own vehicle, except for the time of traveling in the congestion section based on the prediction of occurrence of congestion and the prediction of elimination of congestion by the change prediction part 51g.SELECTED DRAWING: Figure 2
