PROBLEM TO BE SOLVED: To obtain a webbing winding device that can inhibit an arrangement position of regulation means of a spool and the vicinity thereof from being highly strengthened.SOLUTION: In a webbing winding device, FL stopper 116 is installed in a holding part 110 of a sleeve 104, a whirl-stop part 106 of the sleeve 104 provided on a vehicle width inside of the holding part 110 is inserted into a whirl-stop hole 108 of a spool 18, and rotation force and rotary reaction force are transmitted between an inner peripheral part of the whirl-stop hole 108 and the whirl-stop part 106.SELECTED DRAWING: Figure 3
