PROBLEM TO BE SOLVED: To avoid deterioration of communication quality even if shielding occurs or a communication range is long, by a data collector 1 moving on the ground or in the air.SOLUTION: A method comprises the steps of: acquiring positional information of a data collector 1, positional information of a repeater 3, information related to a communication state between the data collector 1 and the repeater 3, and information related to a communication state between the repeater 3 and a ground device 2; and, on the basis of these pieces of information, determining a vista state between the data collector 1 and the repeater 3 and controlling a position of the repeater 3 to secure a vista between the data collector 1 and the repeater 3.SELECTED DRAWING: Figure 7
