PROBLEM TO BE SOLVED: To provide a mobile evaluation device for evaluating the adaptation of a mobile to a traffic light.SOLUTION: A mobile evaluation device 1 comprises a storage part 6 and an evaluation part 8. The storage part 6 stores therein traffic light location information 62 relating to a location of a traffic light 2 that is installed on a road 3, and signal cycle information 63 relating to a signal cycle of the traffic light 2. The evaluation part 8 acquires mobile location information 42 relating to a location of a vehicle 4 on the road 3 and time information 43 that is associated with the mobile location information 42, refers to the signal cycle information 63 to identify a state of the traffic light 2 at a time that is indicated by the time information 43 associated with the mobile location information 42, identifies a distance between the vehicle 4 and the traffic light 2 on the basis of the mobile location information 42 and the traffic light location information 62, and evaluates the adaptation of the vehicle 4 to the traffic light 2 on the basis of the identified state and distance of the traffic light 2.SELECTED DRAWING: Figure 3
