PROBLEM TO BE SOLVED: To accurately estimate a passing time in a target area even in a situation where a person walking around without lining up a queue exists.SOLUTION: A terminal 1 comprises: a position information acquisition part 21 for acquiring position information of a user; a sensor information acquisition part 22 for acquiring sensor information for detecting a walking operation of the user; a state determination part 23 for determining whether or not the user is in a walking state of walking around without lining up a queue on the basis of the sensor information; and a communication part 11 for transmitting the position information and state information indicating whether or not the user is in the walking state to a server 2. The server comprises: a communication part 31 for receiving the position information and the state information transmitted from the terminal; and a required time acquisition part 43 for acquiring a residence time in a predetermined target area on the basis of the position information, and for acquiring a time when the user is in the walking state on the basis of the state information, and for excluding the time when the user is in the walking state from the residence time to acquire a passing time in the target area.SELECTED DRAWING: Figure 3
