PROBLEM TO BE SOLVED: To provide a vehicle control system which suppresses abetting by causing a following vehicle to grasp a front situation, a vehicle control method, and a vehicle control program.SOLUTION: A vehicle control system comprises: a recognition part which recognizes states of surrounding objects; an approach discrimination part which discriminates an approach of a following vehicle on the basis of a behavior of the following vehicle that is recognized by the recognition part; and an action planning part by which, when the approach is discriminated by the approach discrimination part and an object is recognized in front of a one's own vehicle by the recognition part, the one's own vehicle is displaced in a crossover direction that crosses a travel route within a travel lane.SELECTED DRAWING: Figure 1
