PROBLEM TO BE SOLVED: To provide an emotion-identifying apparatus, an emotion-identifying method, and an emotion-identifying program, capable of identifying emotions appropriately even by voice with a short utterance section.SOLUTION: An emotion-identifying apparatus 80 is equipped with a determining unit 81, an utterance-combining unit 82, and an emotion-identifying unit 83. The determining unit 81 determines whether or not start time of one utterance is within the period defined beforehand from start time of the other utterance. The utterance-combining unit 82 combines all of the one utterance determined that the start time thereof is within the period and the other utterance, to generate a combined utterance. The emotion-identifying unit 83 identifies the emotion of the combined utterance.SELECTED DRAWING: Figure 14
