PROBLEM TO BE SOLVED: To smooth a traffic flow more effectively in a situation where various types of vehicles travel together.SOLUTION: A traffic flow control device 10 includes: a recommended speed computing part for computing a recommended speed to be displayed on a speed limit sign 13 installed on a main road L1 leading to an intersection J2 to be controlled; and a traffic light control part for setting a period allowing passage to a traffic light 12 installed at the intersection J2. The recommended speed computing part computes the recommended speed, allowing a vehicle travelling along the main road L1 to reach the intersection J2 within the period allowing passage for the intersection J2.SELECTED DRAWING: Figure 1
