PROBLEM TO BE SOLVED: To provide an inexpensive ball screw device which can be formed by easy processing, is easy in storage after processing and assembling or the like to the other component, and has inexpensive deflectors, a manufacturing method of the ball screw device, and a steering device having the ball screw device.SOLUTION: A ball screw device 40 comprises a screw shaft 20, a nut 21, rolling bodies 24 and deflectors 51, 52. Attachment holes 41, 42 have a pair of peripheral opposing faces which oppose each other in a peripheral direction of the nut 21, and are formed in parallel with each other. When defining a face which passes through a center point Q of an opening (first opening hole 53a) of a second reflux passage 53 in a pair of the deflectors 51, 52 and an axial line of the ball nut 21 as a reference face α, a nodal line (at least either of γ1 and γ2) which is formed by the intersection of a virtual orthogonal face β (orthogonal face) intersecting with the axial line has an angle with respect to the reference face α in a pair of the peripheral opposing faces.SELECTED DRAWING: Figure 4
